Highly ranked Sporting Lisbon left-back, 19, will spend the season on loan with Mauricio Pochettino.
And PSG have the option to sign Mendes permanently for 34 34million next summer.
Benjamin was reportedly interested in Mendes after Mandy’s suspension.
But he did not bid because of other options in his team.
Despite being in his teens, Mendes has already played 45 games.
And he has become Portugal’s first choice in the left wing, winning five caps at Euro 2020.
Mendes became PSG’s seventh and final major possession this summer, with no further business expected on the last day.
